Producer responsibility advice
We collaborated with engineering consultancy Parsons Brinckerhoff to evaluate options for implementing the European End-of-Life Vehicles Directive in Wales.
The Directive required producers to pay all or a significant part of the cost of take-back and treatment of complete ELVs with no or negative market value from 2007 onwards.
The study took an inclusive approach by canvassing a wide range of stakeholder opinion as a basis for reaching a solid understanding of the complex issues at stake. We designed and conducted the stakeholder consultation exercise and then presented the results and our recommendations, including cost-benefit assessments for each implementation option, at a Welsh Assembly ministerial meeting.
